Develop a thesis as to the legitimacy and constitutionality of the act

Compare the features of this act with previous legislation that has been passed during times of crisis, particularly in 1798 and in 1917. Determine whether the USA Patriot Act is a worthwhile sacrifice to maintain the security of the United States or whether it is an unconstitutional abridgment of our civil liberties.

Discuss whether the provisions of the reforms to the Patriot Act, passed on March 9, 2006 address the major concerns of civil libertarians.

In the course of this paper, you must consider the arguments of both sides. You can find arguments in favor of the Patriot Act at sites such as Department of Justice page. Sites opposing the Patriot Act include the ACLU's page. Your research should go well beyond these two sites.
